First Nations and First Ministers discuss infrastructure, safety and a proposed sovereign wealth fund
On October 26, Prime Minister Mark Carney convened First Nations leaders and provincial and territorial premiers to discuss economic participation, infrastructure and community safety. The federal government announced $260 million over four years for Indigenous workforce readiness, more than $2.5 billion over five years for emergency management and fire protection measures, and more than $630 million over four years to renew and expand First Nations and Inuit policing agreements, alongside proposed ongoing funding. Leaders also discussed potential revenue-sharing arrangements and a First Nations Sovereign Wealth Fund; no established fund was announced.
Education and context: Community safety, health and Indigenous justice are connected to broader reconciliation priorities. TRC Calls #18 and #19 address health inequities; Call #42 concerns recognition and implementation of Indigenous justice systems. These are contextual connections, not verified changes in Call completion status.
Accountability: What agreements will be signed, when will funding reach communities, and how will First Nations governments define and measure results? Announcements and proposed reforms must be distinguished from implementation.
