Indigenous child-welfare authority and northern medical transportation raise accountability questions

Yellowknives Dene child welfare: Reporting published October 29 says Northwest Territories Premier R.J. Simpson committed to beginning discussions with Yellowknives Dene First Nations about formalizing their child and family services authority. Community representatives raised concerns about children separated from siblings, limited local services and disconnection from culture. The commitment to discuss authority is not a finalized agreement or evidence that services have changed.

The development is relevant to TRC Calls #1 and #4 on reducing Indigenous children in care and recognizing Indigenous child-welfare authority, and to Call #2 on transparent child-welfare reporting. Accountability questions: When will discussions begin, what resources will be committed, and how will progress be reported?

Northern Ontario medical transportation: In reporting published October 30, the family of Miranda Mamakwa of Fort Severn First Nation requested a criminal investigation following alleged failures to arrange transportation for medical follow-up appointments. Indigenous Services Canada told APTN that an internal review was underway. These are allegations and reported review activity, not established criminal findings or a determination of cause of death.

The story raises questions relevant to TRC Calls #18 and #19 concerning Indigenous health rights, service access and measurable health gaps. Accountability questions: What will the review establish, will findings be made public, and what safeguards will improve access to essential medical travel?
